It was just propped up to hide the project that the couple had been working on for a couple of months! They also put up the fence to keep it a secret. “The development included the conversion of their garage to habitable accommodation and the erection of fencing, preventing off-street parking at the property,” the planning authorities explained. Things only got even stranger once the press got wind of the story!
