The district, which was once quiet, would attract a large number of young people. Many people assumed that this would only result in more waste in the canal. On Napoleon I’s orders, the canal’s constrictions began in 1802. Paris had a population of around 550,000 people at the time. That number did not appear to be going down any time soon. Napoleon believed that the waterway would bring fresh water to the city and improve the residents’ health at the time.
